Monitoring means anticipating changes, being on the lookout for what is happening in your sector, but also in others. You have to give yourself the means to have more information than others in order to better anticipate and defend yourself.

The strategy must be based on the ability to access information. Some countries have understood this well: the United Kingdom has implemented not only BI (Business Intelligence) to identify needs, but also MI (Management Information) to be able to measure the performance of a company. In Sweden and Japan, there is coordination between the private and public sectors.
